Context is key, and it won't help to collect information if you don't have the best way of controlling that you have what you need.      With Adoption, a team works to enact all that the other systems provide. The team needs to be made up of people from many areas, because only a multidisciplinary team will have the insight to know what is needed and if the process is truly being efficient.
